If you encounter this error, here is the check list.
1. Check the Oracle presentation Services. Is it Started?
2. If you are using IIS as the Web server:
The virtual directory created during the install may not be an application yet. Right click on the directory, and press the "Create" button. This will make it an application.
Restart IIS, and try accessing the link again.
